Yes, they write this manual for lawyers I think, which I am not one.
I was perusing the online manual and was getting confused.
I did lock in I was the Sierra district though. hehehehe
I figured ponds was OK but since they don't come out and state that, I was not sure.
Same goes for what do they constitute as river VS stream vs local creeks. I wonder if local creeks get wrapped into being considered a stream?
I have a local creek I would like to fish also but afraid to do so since I don't know if they consider (Wilf Creek) a river or stream in their guide.

Look at Chapter Two (page 14). Read and understand Article 1. FISHING METHODS AND GEAR RESTRICTIONS. Most of this doesn't apply to tenkara method but it is need to know material. Yep...it's kind of confusing!

THE SHORT ANSWER IS...YES GO FISH THE LOCAL PONDS!
But you should read that manual front to back (twice). After you use it a few times it really is pretty strait forward and easy to use. I hope this helped and didn't add farther confusion.
